A Thoughtful Approach to Building at Copper Valley

The development of Copper Valley is led by the managing partners of CV Development Partners, Thomas Hix and Mike Fletcher, whose combined experience spans more than 70 years and over $1.9 billion in residential and community development.

Their approach is hands-on and intentional — focused on building homes and shaping a community that reflects how people want to live today.

At Copper Valley, life is connected to the outdoors — with golf, trails, open space, and gathering places built into the experience, and homes designed to make it easy to spend more time enjoying it.

Just as important is the community itself — a place where people are drawn to a more relaxed, connected way of living.

With a deep respect for the land and a long-term vision, Copper Valley is designed to feel enduring, intentional, and rooted in the Sierra Foothills.

Tom Hix

Tom Hix has been involved with all aspects of real estate for over 40 years. His experience includes, acquisition, structuring finance, entitlements, land development and sales and marketing. Tom is the master behind creating one of the most highly-rated resort communities in America, Pronghorn in Bend, Oregon. The 640-acre project features iconic Nicklaus and Fazio courses that remain on national golf magazine's 'must play' lists. A successful Ca Real Estate Broker, many of Tom's previous projects also focused on land acquisitions and commercial ventures. Tom began visiting the Copperopolis area in the mid 1990s with his family and quickly became involved in city planning and work with the current development company at the time.

Michael Fletcher

Michael Fletcher has over 35 years of experience in the Real Estate Development, construction and Real Estate Sales. As a fourth generation home builder, he has completed and/or managed projects with a combined worth in excess of $980 million. Mike was already a savvy general contractor and engineer by the age of 26 with construction projects in Rancho San Diego, Temecula, Escondido, and Downtown San Diego. Recently his development helped revitalize Las Palmas Ranch in Monterey which included completion of more than 1,000 new homes and a major saltwater reclamation project, all while creating stronger habitats for wildlife.

Both bring a complementary set of experience to CV Development Partners, with a shared focus on shaping Copper Valley as a place that feels connected to its surroundings and true to the character of the Sierra Foothills. From the beginning, they recognized the opportunity to create something different — a community that balances outdoor living, personal connection, and long-term stewardship of the land.

Their approach is grounded in preserving what makes this setting unique, while thoughtfully developing a place where residents can build lasting experiences and a strong sense of community.
